Out-of-state, salvage and rebuilt titles: selling the car in Illinois
By Cash For Junk Cars Northside Chicago IncPublished Last updated
Can I junk a car in Illinois with an out-of-state, salvage or rebuilt title?
Usually, yes. The Illinois Vehicle Code names salvage certificates and out-of-state ownership documents among the papers a scrap buyer may take, and a rebuilt title is a regular Illinois title with a history. Cash For Junk Cars Northside Chicago Inc checks your exact paper on the call and tows the car free from anywhere on the North Side.

Three kinds of paper, one question
North Side cars come from everywhere. A student brings a Corolla from Michigan to Loyola and never retitles it. A family in Skokie buys a repaired SUV at auction and gets a rebuilt title. Someone’s insurer totals a car, the owner keeps it, and a salvage certificate shows up in the mail. Years later, the car is junk, and the paper in the drawer doesn’t look like a normal Illinois title.
None of these rule out a sale. Each one works a little differently, so here’s what the Illinois Vehicle Code says about each. If you’d like us to look at yours, start an offer and choose the closest title answer in the form.
A title from another state
Two parts of the code point in different directions, and which one fits depends on the address on the title.
The recycler side. When a junk vehicle is surrendered for a junking certificate, 625 ILCS 5/3-117.1(a) lists “the certificate of title, salvage certificate, certificate of purchase, or a similarly acceptable out-of-state document of ownership.” Section 3-117.2 uses the same words for recyclers filing a junk vehicle notification. So another state’s title is a document Illinois expects to see.
The conversion rule. 625 ILCS 5/3-101(a) adds that a title “showing an Illinois address for the owner that has been issued by an entity other than the Secretary of State must be converted to an Illinois title before the owner can transfer ownership of the vehicle.” In plain terms: if you live here and your out-of-state title already lists your Illinois address, expect to convert it first.
If the title still shows your old address in another state, tell us. We’ll go through it on the call before anything is booked.
A salvage certificate
Illinois issues a salvage certificate in the situations listed in 3-117.1(b). The common one: an insurer pays a total loss claim and becomes the owner, and the salvage certificate is issued in its name. Others cover lienholder repossessions damaged past 50% of fair market value, fleet vehicles, and flood vehicles, where water “has reached over the door sill and has entered the passenger or trunk compartment” and repairs would top 50% of the car’s value. Flood salvage certificates carry the word “flood.”
If an owner kept a totaled car by agreement with the insurer, the paper in their hands may be a salvage certificate, not a title. Our guide on what to do after an insurance total loss explains when that’s allowed.
Two things follow from a salvage certificate:
- The car can’t be driven. Under 3-117.1(e), “any vehicle which is salvage or junk may not be driven or operated on roads and highways within this State,” with narrow exceptions for trips to inspection. It leaves on a tow truck. Ours is free.
- It still counts as proof of ownership. 625 ILCS 5/5-401.3 lists “a Salvage Certificate” among the documents a scrap processor may accept from a private seller.
A rebuilt title
A rebuilt title is how a repaired salvage vehicle gets back on the road. The application is described in 625 ILCS 5/3-302, and 3-117.1(e) refers to the inspection a salvage vehicle goes through under section 3-308 before that happens. The result is an Illinois certificate of title, so for a sale it’s signed over like any other title. Our walkthrough on signing over an Illinois title applies line for line.
The brand stays with the car. That matters a lot in a private sale to a driver, and very little when the car is going to scrap.
A junking certificate
This one is the end of the road. Once Illinois issues a junking certificate, 3-117.1(a) says “a certificate of title shall not again be issued for such vehicle.” The holder can still transfer it by endorsement, and 5-401.3 lists “a Junking Certificate” as proof of ownership. It just can’t become a road car again.

Quick answers
- Is it legal to sell a car with a salvage title in Illinois?
- Yes, to the right buyer. A salvage certificate is one of the ownership documents 625 ILCS 5/5-401.3 lists for a scrap processor buying from a private seller. What you can't do is drive a salvage vehicle on Illinois roads; 3-117.1(e) makes that a Class A misdemeanor.
- Can I sell a junk car that still has a title from my old state?
- Often, yes. Illinois's junking and recycler sections mention 'a similarly acceptable out-of-state document of ownership.' But if that title already shows your Illinois address, section 3-101 says it has to be converted to an Illinois title before you transfer the car. Tell us which case you're in.
- Does a rebuilt title lower what a junk car is worth?
- For a car going to scrap, the brand matters far less than the car's condition, weight and parts. It matters much more in a private sale to someone who plans to drive it, because buyers and insurers look hard at rebuilt vehicles.
